Problem ADB Shell

I follow all the instructions for the Supercharge Firestick & Android TV/Google TV Launcher Speed and I get a fail. I followed all the instructions and when I try to get past the localhost:5555 the connection fails. Is there any setting I may have missed for this to happen.
