Addons and repo issues

Have uninstalled Kodi a few times . Every time I try to install addons or builds . I get a lot of failed load. And when I get the screen shot can not install it is not highlighted . I do see a small lock on the discription

In Kodi, did you go to System, Addons, and enable Unknown sources

Yes I did , its the first thing I do . Im using 19.3 Matrix funny when I load fresh . A couple things pop up that failed
